I am not sure how everyone feels about the pet over-population problem and euthanasia rates of dogs and cats everyday, but we're trying to pass a bill in CA that is called SB250 that requires pet owners to obtain a license if they choose not to spay/neuter their pet. They don't have to alter their pet if they don't want to, but it will be HIGHLY encouraged that they do so because they will need to pay a license fee. It's called the "Responsible pet owners act".
I know this is a last minute posting but the bill goes before the Senate in exactly 1 week and we need to finish collecting support letters by the end of the day today (April 8) which is 5pm PACIFIC time/8pm Eastern.
